個人愚見如下

「掉悔蓋」於惡未止。
掉，指心躁動不安；悔，於所作之事心懷憂惱；此二者皆為使心不安靜之煩惱，能障聖道，故稱蓋。(佛光電子大辭典)

一依上義，

讓您心躁動不安者，叫做「掉」。

對於所作之事，產生心懷憂惱者，叫做「悔」。

讓心懷憂惱躁動不安，可能是因為情繫親朋、懷念家鄉、想要長壽不死、回憶昔種種戲笑歡娛承奉等因素(大毘婆沙論)。

而主要因素

1.是來自不正確的知見，如宿命論，無因論，第一因論等。

2.對於「緣起法」及「般若慧」未建立正確的概念。
