哈爾濱機場國際航站樓投用，年設計吞吐量為150萬人次。哈爾濱機場國際航班全部轉至國際航站樓運行。國際航站樓與老機場航站樓之間有班車免費接送，方便乘客轉機。

根據黑龍江晨報報導，新國際航站樓為雙層，一層設有問訊處、辦理登機手續視窗，還可兌換貨幣。二層為候機大廳，還設有免稅店和咖啡廳等。老航站樓和國際航站樓距離1.2公里，有專門的班車免費接送需要轉機的乘客。半小時一趟，單程行車時間約8分鐘。需要在老航站樓與國際航站樓之間轉機的旅客，在提取行李後，可乘坐班車前往需要轉機的航站樓，中轉聯乘的乘客則無需提取行李。

國際航站樓的總面積約為8000平方公尺，備有2間貴賓休息室和1間頭等艙休息室，設置14個值機櫃台、2個登機口，配備特殊旅客升降梯和超大行李升降梯。
