與未成年少女交往 未發生性行為有什麼法律問題

男生年滿20女方未滿18(已滿16)
女方家屬提出告訴說 : 男方誘拐未成年少女及性騷擾
而男方有足夠證明說雙方兩情相悅也未發生性行為
除了牽手、親嘴、愛撫胸部及下面(有隔著衣褲)
男方也有問過女方，有沒有感覺不喜歡、不舒服
而女方也說 沒有不喜歡、也沒有不舒服
女方也未脫離家庭或其他有監督權之人者
男方只陪女方從事正當活動每天都會回家
也沒有限制女方的行動自由的證明下
請問男方會有什麼樣的法律責任及問題?

是否也構成誘拐及性騷擾?
