無血緣，如何擺脫法律上之兄弟關係？

50年前我爸認養一子，但當時無所謂的出生證明，直接報戶口為子；後來我離婚..又娶了我媽，演變成我在法律上有一個同父異母的哥哥。

這個無血緣的哥哥，40年來都居無定所，四處流浪，大部份無法聯絡，只有遇到麻煩或負債，才會回來尋求幫忙，對我的家庭只有拖累沒有貢獻，更沒有感情可言..但他戶籍仍在我家。

1. 有沒有辦法可以讓我們和他脫離法律上的兄弟姐妹關係？

2. 可以將他強制從我家戶口退出嗎？

3. 以後他年老生病或中風，我們沒辦法負擔他，更不想負擔一個陌生人，有辦法解決嗎？政府會強制我們負起扶養他的責任嗎？
