朋友欠錢不還！可提告？

朋友欠六千塊錢不還，
已經拖快一年了，
前陣子跟他要，打電話不接
信息也不回
一直逃避
前幾天到他家貼紙條(不只一次了)
請他不要再躲了
後來就有回信息
但態度惡劣到不行！
甚至說〝還不還隨我高興，你也沒輒〞

欠錢不還可提告嗎？或還有什麼解決辦法
沒有借據，錢是當面給他不是轉帳
證實他有借錢的證據只有信息

這樣該怎麼治他
