張通榮涉關說彈劾案又沒過

基隆市長張通榮涉關說縱放酒駕婦女，監委楊美鈴、程仁宏曾於7月5日提案彈劾，以4票對8票遭到封殺，監察院今(13)日再度召開彈劾審查會，但彈劾案依舊沒有通過，依規定，第2次彈劾若未通過，監委將無法再對當事人提案彈劾。

張通榮於去年9月被控涉關說縱放酒駕廖姓婦人，遭檢方起訴，基隆地方法院7月26日以教唆公務員縱放職務上應逮捕之人，將張通榮處以1年8月刑期，緩刑5年，緩刑期內付保護管束，並應向公庫支付新台幣200萬元，以及提供200小時的義務勞務，張通榮在昨天提出上訴。

而楊美鈴、程仁宏今天則再度提案彈劾張通榮，但還是沒通過。楊美鈴在接受媒體訪問時表示遺憾，因為監院沒有第3次彈劾的機制，該案只能到此為止。
