壁紙未去除乾淨導致油漆剝落

我的房間兩年前整修時，施工的老闆未用心將壁紙去除得非常徹底，就油漆。

之後一年左右，粉刷的牆面就開始四處都出現壁紙棉絮翹起、油漆剝落的情況。請問還有辦法補救嗎？

如果要再重新將壁紙棉絮去除乾淨，好像都需要將牆壁弄濕？但是我的地板是兩年前整修時才新鋪的；如果想不弄濕地板的情況下重新整理牆壁，有辦法嗎？
