菲律賓特使說的都是假的??

昨天看某新聞台報導.....

新聞台影片中....菲律賓特使裴瑞茲上菲律賓節目專訪

他說拿給台灣的道歉文不是總統寫的，是他自己寫的~~而且掏心掏肺那段也是演的

我真不知道菲律賓特使說的話也可以是假的?? 等他回國內接受專訪就可以大方承認是說謊?? 難道菲律賓對說謊能容忍嗎??
