總統? 行政院長? 總書記? 總理? 幹事長? 我快搞混了

最近突然對國家的政治權威有一點興趣。

在台灣很多人都說總統跟行政院長位置一樣大，台灣算是雙劍領導的，意思是是由兩個最大且權利一樣大的人引導。

比方說在台灣行政院長開國會或做的每個決定還需要總統同意生效嗎?

在大陸的話也是說總理決定後還要再由人大通過才生效嗎?

總書紀可以親自改變人大做出決定嗎?

另外台灣的行政院長是不是處理的權威就好比日本的幹事長?
